Why do police and stores usually use such poor video recorders?

I watch a police chase on T.V. or footage of somebody breaking into a store. I always wonder.

For the love of god can you not afford a decent camera!? Black and white! ARE YOU JOKING ME!!!?

Not just for me at home to watch the funny and dumb things crooks do. I would imagine that having high quality footage of a robber would help identify them a tad better then some grainy black and white video,

So best I can figure is that there is some kind of law against good video because people don't want to lose too much privacy or something like that. I think the police and stores would spend the money on better cameras as it would help them in the long run.

So why can't we get some HD recorders in them cruisers for their chases?

The cameras I use at my agency for car video is outstanding. But I think you are not understanding the industry.

Most cameras use black and white at night and color in the day. I found that by adjusting our cameras, the color picture was better at night than the black and white night setting.

A lot of the footage you see on the shows is old - most go back at least 3-5 years at the newest - and the VHS to digital conversion for LE was not up and full steam at that time and has only really taken off in the last 2-3 years. The expense of replacing systems before they are worn out would make the tax payer scream. Video in stores is as good as what you pay. Some store have outstanding video while some do not. Most retail stores (chain) have great stuff - while ma and pa stores may not. The industry has gotten better - now we have to wait for everyone to upgrade - in time they will.
